The Bergen County Prosecutor is the chief law enforcement officer for the County of Bergen. As a constitutional officer charged with the broad obligation "to use all reasonable and lawful diligence for the detection, arrest, indictment and conviction of offenders against the laws," the Prosecutor has wide-ranging authority over the law enforcement community in the county. With that authority come tremendous responsibilities and obligations, both to the law enforcement community itself and to all the citizens of Bergen county.

Our Mission:

The mission of the Bergen County Prosecutor`s Office is to commit its resources, in partnership with the law enforcement community and citizens of Bergen County, to promote a safe and secure environment for the residents of Bergen County while maintaining the highest law enforcement standards. The members of this office will effectively and efficiently investigate and prosecute criminal offenders, fairly, impartially and justly. We will ensure and respect the rights of individual victims of crime. In addition to conducting its own proactive investigations, the Bergen County Prosecutor`s Office maintains specialized squads that are available to assist the municipal departments in the investigation of crimes calling for increased personnel, specialized equipment, technical know-how or highly specialized training. Such crimes include arson, homicide, sex crimes, drug trafficking, traditional organized crime, domestic violence, insurance fraud and most recently, computer crimes. These squads give each municipality the ability to bring additional resources to bear when presented with particularly challenging cases or particularly dangerous offenders.

               On January 17, 2018, Acting Prosecutor Dennis Calo was sworn in as the chief law enforcement officer for the County of Bergen.
 
               Acting Prosecutor Calo began his career at the Bergen County Prosecutor’s Office (“BCPO”) in 1977.  He quickly assumed a leadership role, becoming Chief of the Grand Jury Unit in 1978.  Soon thereafter, he established the Homicide Squad, and served as its Chief for four years.  He tried capital and other major homicide cases, including the successful prosecution of the notorious serial killer Richard Cottingham.  

               In 1983, Acting Prosecutor Calo was appointed First Assistant Prosecutor, becoming the chief administrative officer of the BCPO.  In that capacity, he oversaw the prosecutorial staff and continued to direct the Homicide Squad and other specialized squads and investigations, including political corruption, fraud, arson, sex crimes, child abuse, and narcotics.  During his tenure at the BCPO, Acting Prosecutor Calo became a recognized expert in applying forensic scientific techniques in investigations and the courtroom.

               In 1990, Acting Prosecutor Calo left the Prosecutor’s office for private practice.  For the next 27 years, he practiced criminal and civil law, cultivating an expertise in employment law.  A renowned trial attorney, Acting Prosecutor Calo lectured widely on criminal and civil law topics.

               Acting Prosecutor Calo returned to the BCPO in May 2017 as the First Assistant Prosecutor.  He is a graduate of Columbia University and New York University School of Law.

Bergen County Prosecutor's Directive 2017-5 "Bergen County Nasal Narcan Program"

Like many counties across the State of New Jersey, Bergen County has seen an increase in heroin and opioid-related overdoses and deaths over the last several years. Indeed, the number of such deaths would have been far greater if it were not for Naloxone (Narcan), which has been available to county law enforcement since 2014 and has been successful in reversing the effects of heroin and opioid overdoses in a significant number of cases.

Bergen County Prosecutor's Directive 2017-4 "Establishing A System of Complaint Approval"

The Attorney General issued Law Enforcement Directive No. 2016- 6 "Establishing Interim Policies, Practices, and Procedures to Implement Criminal Justice Reform". The AG Directive was adopted and made part of this Directive, both of which bind all law enforcement agencies operating in Bergen County and their officers (hereinafter "County LE Agencies") effective January 1, 2017.

Bergen County Prosecutor's Directive 2017-3 "Regarding HART"

The purpose of Directive 2017-3 (“Directive”) is to codify the Bergen County Prosecutor’s Office (“BCPO”) policy and procedures concerning the Heroin Addiction Recovery Team (“HART”), which is designed to direct those suffering from the disease of addiction towards recovery resources.

Bergen County Prosecutor's Directive 2017-2 "Investigation of Pursuits"

A Directive that requires each police agency to designate a superior officer who shall review each pursuit.   

Bergen County Prosecutor's Directive 2017-1 "Mandatory Active Shooter Training" 

This Directive supplants Directives 2005-1 and 2013-1, and provides a framework to develop, implement, and constantly improve a unified active shooter policy in Bergen County.  

Bergen County Prosecutor's Directive 16-1 "Complaint Approval"

Bergen County Prosecutor's Office Law Enforcement Directive No.2016-1 establishing a system of complaint approval.

Authority for Bergen County Regional SWAT Team

A Directive modifying Directives 2010-1 and 2014-1 establishing primary authority for the Bergen County Regional SWAT Team and further providing for a unified K9 response within Bergen County. 

Juvenile Detention Decisions

When signing juvenile delinquency complaints for offenses that would be a first or second degree crime if committed by an adult, all agencies shall follow the procedures stated within this document. 

Creation and Authority for Bergen County Regional SWAT Team

A Directive modifying Directives 2010-1 and Providing for the Creation and Authority for Bergen County Regional SWAT Team. 

Procedures for Obtaining Evidence in DWI cases

This Directive will ensure that proper procedures are followed in properly and lawfully obtaining evidence that will secure convictions. 

Mandatory Use of Video Training in Active Shooter Participation

Directive supplementing BCPO Directive 2005-1 and New Jersey Attorney General Directive 2007-1 to provide for a mandatory use of video training for Active Shooter Participation. 

Manner with Which Eyewitness Identifications are Conducted and Recorded

In State v. Henderson, 208 N.J. 208 (2011), the New Jersey Supreme Court analyzed the science behind identifications and in so doing rewrote the law relating to the manner with which eyewitness identifications are conducted and recorded. 

Data Entry to the Bergen County Criminal Case Prosecution Computer System

Bergen County Law Enforcement, being at the forefront of Information Technology for many years, has been submitting and tracking criminal case prosecution activities in a countywide system for approximately 40 years. The more recent introduction of the E-CDR by the State of New Jersey caused a duplication of effort requiring the same information to be manually entered into two disparate systems. The Bergen County Prosecutor`s Office will be commissioning a new criminal case prosecution system called InfoShare, which will eliminate the need for duplicate data entry. 

Report and Recommendations on the Fundraising and Expenditures of Volunteer Fire Departments

Report on the fundraising activities and expenditures of representative volunteer fire departments throughout Bergen County and recommendations for implementation of additional financial accountability. 

Countywide Records Management Information Sharing System

This Directive is intended to maintain the integrity of the information within C.O.B.R.A. and by relay the integrity of the data that Bergen County Law Enforcement provides to the state and national information sharing systems. 

Directive to Establish and Require a Uniform Set of SWAT Training Standards

This Directive is to establish and require a uniform set of SWAT Training Standards and to provide for the continuing assessment and maintenance thereof. 

Procedure for Taking Citizen Complaints

As a result of the implementation of the E-CDR system, the New Jersey State Police are no longer supplying this Office with blank CDR forms. This Directive sets forth the procedure for taking citizen complaints. 

Law Enforcement Operations of the Bergen County SPCA

Regarding Law Enforcement [ONLY] operations of the Bergen County SPCA and the Bergen County Animal Cruelty Task Force including provisions for the creation and operation thereof, superceding a previous Memorandum of Understanding ["MOU"] dated December 17, 2004. 

Active Shooter Policy Initative

Please be advised that, effective immediately, it shall be the policy of law enforcement in Bergen County that a unified and consistent active shooter policy exists and which shall apply to all sworn law enforcement officers responding to an Active Shooter situation within the County in accordance therewith. 

Minimum Procedures for the Use of Mobile and Video Equipment Installed in Patrol Cars

The purpose of this Directive is to establish minimum procedures, which must be followed for the use of the mobile video, and audio equipment, which have been installed in patrol units. 

Directive 2013 Lockdown Video

Directing supplementing BCPO Directive 2005-1 and New Jersey Attorney General Directive 2007-1 to provide for a mandatory use of video training for Active Shooter Participation.
