Bergen County Prosecutor Mark Musella announced the arrests and indictments of 24-year-old JOHN E. CESSE ROSARIO of Bronx, NY; 26-year-old FRAYLAN M. DE LA ROSA PEREZ of Brooklyn, NY; 23-year-old BRAYAN PEREZ ABREU of Bronx, NY; and 24-year-old ESTHER ROSADO of Bronx, NY, on charges stemming from an armed robbery pattern. The arrests are the result of a lengthy investigation conducted by the Bergen County Prosecutor’s Office, under the direction of Chief Jeff Angermeyer, and the Edgewater Police Department, under the direction of Chief Donald Martin.

On Thursday, September 25, 2025, at approximately 3:00 a.m., the Edgewater Police Department and the North Bergen Police Department responded to an armed robbery that occurred earlier that morning at a spa on River Road in Edgewater, NJ. Upon arrival, responding officers located a victim who explained that they were robbed at gunpoint by a masked assailant while inside the spa. During the armed robbery, the suspect stole the victim’s Apple iPhone and Apple watch.

The Bergen County Prosecutor’s Office Special Investigations Squad was notified of the incident, responded to the scene, and initiated a joint investigation with the Edgewater Police Department. A preliminary investigation revealed that multiple suspects were involved in the commission of the armed robbery, and the vehicle utilized by the suspects to travel to and from the scene was a white Toyota Camry. As the investigation progressed, detectives linked the white Toyota Camry to JOHN E. CESSE ROSARIO.

While the investigation was still ongoing, on Sunday, October 5, 2025, at approximately 2:25 a.m., the Edgewater Police Department responded to an armed robbery at another spa on River Road in Edgewater, NJ. Similar to the previous armed robbery, the victims were robbed at gunpoint of their cellular phones and other items. The Bergen County Prosecutor’s Office Special Investigations Squad was once again notified, responded to the scene, and initiated a joint investigation with the Edgewater Police Department. Detectives determined that the vehicle utilized by the suspects to travel to and from the scene of the second armed robbery was a silver Volkswagen Jetta. Subsequently, investigators linked the silver Jetta to JOHN E. CESSE ROSARIO.

As a result of the investigation, on Tuesday, October 7, 2025, JOHN E. CESSE ROSARIO was charged in connection with the first armed robbery that took place on September 25, 2025, in Edgewater, NJ. On Friday, October 10, 2025, detectives from the Bergen County Prosecutor’s Office Special Investigations Squad, with the assistance of the Federal Bureau of Investigation (FBI) – Safe Streets Task Force and the New York City Police Department (NYPD), located and arrested ROSARIO in the Bronx, NY.

Over the next several months, detectives identified two additional suspects involved in the commission of the first armed robbery, namely FRAYLAN M. DE LA ROSA PEREZ and BRAYAN PEREZ ABREU. On Wednesday, December 3, 2025, detectives from the Bergen County Prosecutor’s Office Special Investigations Squad, with the assistance of the FBI – Safe Streets Task Force and the NYPD, located and arrested FRAYLAN M. DE LA ROSA PEREZ in Brooklyn, NY. Likewise, on Tuesday, January 13, 2026, with the assistance of the FBI – Safe Streets Task Force and the NYPD, BRAYAN PEREZ ABREU was located and taken into custody in New York City.

Thereafter, during the months of January and February 2026, JOHN E. CESSE ROSARIO, FRAYLAN M. DE LA ROSA PEREZ, and BRAYAN PEREZ ABREU were extradited from New York to Bergen County, NJ, and each made a first appearance in Bergen County Superior Court in Hackensack, NJ. ABREU was ordered released pending further court action, while DE LA ROSA PEREZ and ROSARIO were remanded to the Bergen County Jail pending trial.

On Monday, March 30, 2026, based on the continuing investigation, JOHN E. CESSE ROSARIO and FRAYLAN M. DE LA ROSA PEREZ were further charged in connection with the second armed robbery that occurred on October 5, 2025, in Edgewater, NJ. Furthermore, as the investigation continued to progress, detectives identified ESTHER ROSADO as an additional suspect who was charged for her role in planning the armed robbery that occurred on October 5, 2025, in Edgewater, NJ. Initial attempts by detectives to locate ROSADO, however, were unsuccessful.

On Tuesday, April 7, 2026, a thirteen-count indictment by a Bergen County Grand Jury was unsealed, charging the suspects in this investigation. In relation to the armed robbery perpetrated on September 25, 2025, JOHN E. CESSE ROSARIO, FRAYLAN M. DE LA ROSA PEREZ, and BRAYAN PEREZ ABREU were each indicted on charges of first-degree armed robbery, N.J.S.A. 2C:15-1; second-degree conspiracy to commit robbery, N.J.S.A. 2C:5-2)/ 2C:15-1a(2); second-degree unlawful possession of a handgun, N.J.S.A. 2C:39-5b; second-degree possession of a firearm for an unlawful purpose, N.J.S.A. 2C:39-4a; and fourth-degree aggravated assault, N.J.S.A. 2C:12-1b(4).

In relation to the armed robbery that took place on October 5, 2025, the Bergen County Grand Jury voted to indict JOHN E. CESSE ROSARIO, FRAYLAN M. DE LA ROSA PEREZ, and ESTHER ROSADO on charges of first-degree armed robbery, N.J.S.A. 2C:15-1; second-degree conspiracy to commit robbery, N.J.S.A. 2C:5-2/ 2C:15-1a(2); second-degree unlawful possession of a handgun, N.J.S.A. 2C:39-5b; and second-degree possession of a firearm for an unlawful purpose, N.J.S.A. 2C:39-4a.

On Thursday, June 4, 2026, ESTHER ROSADO was arrested in the State of Maryland on an unrelated matter, and Maryland authorities notified the Bergen County Prosecutor’s Office that she was in their custody. Consequently, on Wednesday, June 17, 2026, ESTHER ROSADO was extradited back to Bergen County, NJ, made a first appearance in Bergen County Superior Court in Hackensack, NJ, and remanded to the Hudson County Jail, where she remains pending further court action.

Bergen County Prosecutor Mark Musella states that the charges are merely accusations, and that all the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt.
