Acting Bergen County Prosecutor Gurbir S. Grewal announced the arrests today of JUAN GARCIA-MARTINEZ (DOB: 08/08/1970; single; and unemployed) of 219 12th Street, Basement Apartment, Palisades Park, New Jersey and RAFAEL GARCIA-REYES (DOB: 09/29/1969; single; and unemployed) of 9 East 14th Street, Bayonne, New Jersey on drug distribution charges. The arrests are the result of a joint investigation conducted by members of the Bergen County Prosecutor's Office under the direction of Officer-in- Charge, Deputy Chief Robert ANZILOTTI, Special Agent-in-Charge Terence OPIOLA from the Department of Homeland Security, Homeland Security Investigations ("HSI"), the Palisades Park Police Department under the direction of Officer-in-Charge Lt. Mark JACKSON, the West New York Police Department under the direction of Police Director Robert ANTOLOS, and the Bayonne Police Department under the direction of Chief Drew NIEKRASZ.
In September 2016, the Bergen County Prosecutor’s Office received information that an individual was in possession of a large amount of a drug identified as "Fentanyl." That same individual was also believed to be waiting for a large shipment of heroin from an unidentified source. Further investigation by the Bergen County Prosecutor’s Office and HSI revealed that GARCIA-MARTINEZ and GARCIA-REYES were distributing controlled dangerous substances from locations in Palisades Park, West New York, and Bayonne.
On October 28, 2016, search warrants were executed at the aforementioned locations and resulted in law enforcement personnel seizing approximately twenty-one kilograms of suspected heroin, and drug paraphernalia, including a "kilo press," money counter machine, digital scale and packaging materials – all items used in furtherance of narcotics distribution.
As a result of the investigation, GARCIA-MARTINEZ and GARCIA-REYES were arrested and charged with one count each of Possession with Intent to Distribute a Controlled Dangerous Substance, Namely Heroin, in a Quantity Greater than Five (5) Ounces, N.J.S.A. 2C:35-5B(1), a first degree crime. The Honorable Louis J. Dinice, J.M.C., set bail at $250,000.00 with no ten percent option. Messrs. GARCIA-MARTINEZ and GARCIA-REYES are scheduled to appear in Bergen County Central Judicial Processing Court in Hackensack, New Jersey for a first appearance on November 9, 2016 at 8:30 a.m.
Acting Prosecutor Grewal states that the above charges are merely accusations and that the defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt. Acting Prosecutor Grewal would also like to thank Homeland Security Investigations, the Palisades Park Police Department, the West New York Police Department, and the Bayonne Police Department for their assistance in this investigation.
