BERGEN COUNTY BURGLARY TASK FORCE INVESTIGATION RESULTS IN ARRESTS OF BURGLARY CREW

Bergen County Prosecutor Gurbir S. GREWAL announced today the arrest of JAVON BARLOW (DOB: 09/23/86; single; and unemployed) of 445 Park Street, Hackensack, New Jersey, on multiple charges of theft and burglary. BARLOW was the last remaining member of a burglary crew to be located and arrested; the crew consisted of RASHAD BLACK (DOB: 12/29/86) of 75 Union Street, Hackensack, NJ, JAMAR TRAVIS (DOB: 01/02/87) of 416 Hudson Street, Hackensack, NJ, TAHREF FOLKES (DOB: 01/14/91) of 36 Oakland Street, Englewood, NJ and WALTER SMITH (DOB: 03/06/67) of 28 Cleveland Street, Englewood, NJ. The arrests are the culmination of a six-month investigation by detectives from the Bergen County Prosecutor’s Office Special Investigations Squad under the direction of Chief Robert ANZILOTTI, along with a multi-jurisdictional burglary task force comprised of detectives from the Bergen County Sheriff’s Office, Paramus Police Department, Tenafly Police Department, Englewood Police Department and Saddle River Police Department. The operation was initiated as the result of dozens of reported residential burglaries along the Route 17 corridor in Bergen County, New Jersey.

In response to the reported increase of residential burglaries along the Route 17 corridor, the Bergen County Prosecutor’s Office coordinated a multi-jurisdictional Burglary Task Force. In October 2016, the Task Force started conducting physical surveillance of potential suspects, including TRAVIS.

On November 16, 2016, a residential burglary was reported in the Borough of Harrington Park. The homeowner reported the theft of jewelry, cash, and rare artifacts totaling a value in excess of $750,000. The Task Force quickly identified and arrested Walter SMITH in and around Englewood, New Jersey for his role in the robbery. The Task Force also identified SMITH’s four co-defendants at that time; they, however, escaped on foot. A subsequent search of the area in which the suspects fled resulted in the recovery of a large amount of United States currency believed to be proceeds of the Harrington Park burglary. Other items collected at the scene were also linked to that burglary.

Arrest warrants were immediately issued concerning the four suspects who remained at large.

On November 25, 2016, RASHAD BLACK was located and arrested in the City of Paterson by detectives from the Bergen County Prosecutor’s Office and the Bergen County Sheriff’s Office.

On December 19, 2016, TAHREF FOLKES was arrested on the outstanding burglary warrant by the South Hackensack Police Department after a vehicle he was in happened to be stopped by police. He was later released after posting bail on that charges in this case.

On February 2, 2017, detectives executed a search warrant at FOLKES’s residence in connection with an unrelated case; that search warrant resulted in the recovery of two illegal firearms and three large capacity magazines. FOLKES was arrested and charged with the weapons offenses and lodged in the Bergen County Jail.

Also on February 2, 2017, detectives from the Bergen County Prosecutor’s Office, Task Force detectives, and Special Agents from the FBI - Newark located and arrested TRAVIS in Manhattan, New York.

On February 6, 2017, BARLOW was located at a residence in Englewood and apprehended by Task Force detectives and Special Agents from the FBI - Newark.

The investigation of the aforementioned suspects is ongoing and more charges are expected. The charges to date, however, are as follows:

JAVON BARLOW was charged with the following:

One count of Money Laundering, in violation of N.J.S.A. 2C:21-25(A), a crime of the 1st degree;

One count of Receiving Stolen Property, in violation of N.J.S.A. 2C:20-7/2C:20-2B(1), a crime of the 2nd degree;

One count of Theft, in violation of N.J.S.A. 2C:20-3A/2C:20-2B(1), a crime of the 2nd degree;

One count of Burglary, in violation of N.J.S.A. 2C:18-2(1), a crime of the 3rd degree;

One count of Conspiracy to commit Theft, in violation of N.J.S.A 2C:5-2 (N.J.S.A 2C:20-5A(2)/2C:20-3(A)), a crime of the 2nd degree;

One count of Conspiracy to commit Burglary, in violation of N.J.S.A 2C:5-2 (N.J.S.A.2C:20-5(2A)/2C:18-2(1A)), a crime of the 3rd degree;

One count of Hindering Apprehension, in violation of N.J.S.A. 2C:29-3(b), a crime of the 3rd degree; and

One count of Resisting Arrest, in violation of N.J.S.A. 2C:29-2a, a crime of the 4th degree.

BARLOW is currently lodged in the Bergen County Jail, pending a detention hearing.

RASHAD BLACK was charged with:

One count of Money Laundering, in violation of N.J.S.A. 2C:21-25(A), a crime of the 1st degree.

BLACK is currently lodged in the Bergen County Jail, pending bail.

JAMAR TRAVIS was charged with:

One count of Money Laundering, in violation of N.J.S.A. 2C:21-25(A), a crime of the 1st degree;

One count of Receiving Stolen Property, in violation of N.J.S.A. 2C:20-7/2C:20-2B(1), a crime of the 2nd degree;

One count of Theft, in violation of N.J.S.A. 2C:20-3A/2C:20-2B(1), a crime of the 2nd degree;

One count of Burglary in violation of N.J.S.A. 2C:18-2(1), a crime of the 3rd degree;

One count of Conspiracy to commit Theft, in violation of N.J.S.A 2C:5-2 (N.J.S.A 2C:20-5A(2)/2C:20-3(A)), a crime of the 2nd degree;

One count of Conspiracy to commit Burglary in violation of N.J.S.A 2C:5-2 (N.J.S.A.2C:20-5(2A)/2C:18-2(1A)), a crime of the 3rd degree;

One count of Hindering Apprehension, in violation of N.J.S.A. 2C:29-3(b), a crime of the 3rd degree; and

One count of Resisting Arrest, in violation of N.J.S.A. 2C:29-2a, a crime of the 4th degree.

TRAVIS is currently lodged in the Bergen County jail, pending a detention hearing.

TAHREF FOLKES was charged with:

One count of Money Laundering, in violation of N.J.S.A. 2C:21-25(A), a crime of the 1st degree;

One count of Receiving Stolen Property, in violation of N.J.S.A. 2C:20-7/2C:20-2B(1), a crime of the 2nd degree;

One count of Hindering Apprehension, in violation of N.J.S.A. 2C:29-3(b), a crime of the 3rd degree;

One count of Possession of an Assault Rifle, in violation of N.J.S.A. 2C:39-5(f), a crime of the second degree;

One count of Possession of a Handgun by a person prohibited from possessing a firearm, in violation of N.J.S.A 2C:39-5(b), a crime of the 2nd degree; and

Three counts of Possession of a large capacity magazine, in violation of N.J.S.A. 2C:39-3(j), a crime of the 4th degree.

FOLKES is currently lodged in the Bergen County Jail, pending a detention hearing.

WALTER SMITH was charged with:

One count of Receiving Stolen Property, in violation of N.J.S.A. 2C:20-7/2C:20-2B(1), a crime of the 3rd degree.

SMITH was released on bail from the Bergen County Jail.

Prosecutor Grewal states that the charges against the defendants are merely accusations and that the defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt, and would also like to thank the Englewood Police Department, the Bergen County Sheriff’s Office, the Paramus Police Department, the Tenafly Police Department, Saddle River Police Department, and the Federal Bureau of Investigation – Newark Office, for their assistance with this investigation.
