CLOYDE PULMONES, ROGER VINLUAN, AND CARLITO MENDOZA ARRESTED ON DRUG CHARGES IN DUMONT, NJ

Bergen County Prosecutor Gurbir S. Grewal announced the arrests of CLOYDE R. PULMONES (DOB: 8/9/1978, single, and unemployed) of 45 Washington Avenue, Apt. 6, Dumont, New Jersey, ROGER N. VINLUAN (DOB: 3/17/1960, single, and unemployed) of 45 Washington Avenue, Apt. 6, Dumont, New Jersey, and CARLITO S. MENDOZA (DOB: 9/11/1960, married, and unemployed) of 20 Willow Street, Bergenfield, New Jersey on various drug charges. The arrests are the result of a joint investigation conducted by members of the Bergen County Prosecutor's Office under the direction of Chief Robert Anzilotti, the United States Drug Enforcement Agency Paterson Post of Duty under the direction of Special Agent in Charge Valerie Nickerson, the Dumont Police Department under the direction of Chief Michael J. Conner, the Bergen County Sheriff’s Office under the direction of Sheriff Michael Saudino, and the United States Postal Inspection Service under the direction of Acting Inspector in Charge Joseph Cronin.

In November 2017, the Bergen County Prosecutor’s Office received information that illegal drugs, namely crystal methamphetamine, were being shipped via the United States Postal Service from California to the residence of Cloyde R. PULMONES, which is located at 45 Washington Avenue, Apt. 6, Dumont, New Jersey. As a result of the information received, a criminal investigation was initiated and revealed that Apartment 6 at 45 Washington Avenue, Dumont, New Jersey was being utilized by PULMONES and his co-conspirators as a re-distribution hub for crystal methamphetamine.

On Wednesday, November 15, 2017, a parcel containing crystal methamphetamine and intended for delivery to PULMONES’s apartment was intercepted and a search warrant was authorized. Later on this same date, law enforcement personnel conducted a controlled delivery of the parcel. A short time after the parcel was successfully delivered, the search warrant was executed. PULMONES, MENDOZA, and VINLUAN were present inside of the apartment, and PULMONES was observed in the bathroom attempting to destroy evidence. Approximately eighty grams of crystal methamphetamine were located and seized from this location. Numerous empty plastic baggies, a digital scale, a cutting agent, and a ledger with drug distribution records were also located and seized from this location. The approximate street value of the crystal methamphetamine seized is $10,000.00. The defendants were placed under arrest without incident and transported to the Bergen County Prosecutor’s Office for arrest processing.          

Cloyde R. PULMONES was charged with one count of Maintaining a Controlled Dangerous Substance Production Facility, N.J.S.A. 2C:35-4, a 1st degree crime; one count of Possession with the Intent to Distribute Crystal Methamphetamine, N.J.S.A. 2C:35-5A(1)/5B(9)(a), a 2nd degree crime; one count of Hindering Apprehension, N.J.S.A. 2C:29-3b, a 3rd degree crime; and one count of Possession of Drug Paraphernalia related to the Distribution of Controlled Dangerous Substances, N.J.S.A. 2C:36-3, a 4th degree crime. PULMONES had several outstanding arrest warrants from other jurisdictions. PULMONES was remanded to the Bergen County Jail pending a Central Judicial Processing Court appearance.

Roger VINLUAN was charged with one count of Maintaining a Controlled Dangerous Substance Production Facility, N.J.S.A. 2C:35-4, a 1st degree crime; one count of Possession with the Intent to Distribute Crystal Methamphetamine, N.J.S.A. 2C:35-5A(1)/5B(9)(a), a 2nd degree crime; and one count of Possession of Drug Paraphernalia related to the Distribution of Controlled Dangerous Substances, N.J.S.A. 2C:36-3, a 4th degree crime. VINLUAN was remanded to the Bergen County Jail pending a Central Judicial Processing Court appearance.

Carlito MENDOZA was charged with one count of Maintaining a Controlled Dangerous Substance Production Facility, N.J.S.A. 2C:35-4, a 1st degree crime; one count of Possession with the Intent to Distribute Crystal Methamphetamine, N.J.S.A. 2C:35-5A(1)/5B(9)(a), a 2nd degree crime; and one count of Possession of Drug Paraphernalia related to the Distribution of Controlled Dangerous Substances, N.J.S.A. 2C:36-3, a 4th degree crime. MENDOZA was remanded to the Bergen County Jail pending a Central Judicial Processing Court appearance.

Prosecutor Grewal states that the charges are merely accusations and that the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt, and would also like to thank the Dumont Police Department, the Bergen County Sheriff’s Office K9 Unit, the United States Drug Enforcement Agency, and the United States Postal Inspectors Service for their assistance in this investigation.
