MERCIFUL PARKS AND JEFFREY RINCON OF PATERSON, NJ CHARGED WITH HEROIN DISTRIBUTION OFFENSES IN PARAMUS, NJ

Bergen County Prosecutor Gurbir S. Grewal announced the arrests of MERCIFUL PARKS (DOB: 10/24/1993, single, and unemployed) of 167 E. 31st Street, Paterson, New Jersey and JEFFREY H. RINCON (DOB: 11/19/1988, single, and unemployed) of 62 East 22nd Street, Paterson, New Jersey on narcotics related charges. These arrests are the result of a joint investigation conducted by members of the Bergen County Prosecutor's Office under the direction of Chief Robert Anzilotti, the United States Drug Enforcement Agency Paterson Post of Duty under the direction of Special Agent in Charge Valerie Nickerson, the Dumont Police Department under the direction of Chief Michael J. Conner, the Tenafly Police Department under the direction of Chief Robert Chamberlain, the Paramus Police Department under the direction of Chief Kenneth Ehrenberg, and the Bergen County Regional SWAT Team under the direction of Prosecutor Gurbir S. Grewal and Sheriff Michael Saudino.

During the month of October 2017, the Bergen County Prosecutor’s Office received information that Merciful PARKS was involved in the distribution of heroin throughout Bergen County, New Jersey.  As a result of this information, a narcotics investigation was initiated.  During the months of October and November 2017, a detective from the Bergen County Prosecutor’s Office, acting in an undercover capacity , purchased several bricks of heroin from PARKS on two separate occasions.  On Friday, November 17, 2017, the undercover detective made arrangements to purchase thirty bricks of heroin from PARKS.  They agreed to meet at the Garden State Plaza in Paramus, New Jersey.  Subsequent to the drug transaction, PARKS and RINCON were arrested without incident in the parking lot at the Garden State Plaza in Paramus.  They were in possession of thirty bricks (fifteen hundred individual bags) of heroin at the time of their arrests.  PARKS was also in possession of a small quantity of marijuana that was located on his person.  The approximate street value of the heroin seized on this date is $10,000.00.             

Merciful PARKS was charged with one count of Possession with the Intent to Distribute Heroin, N.J.S.A. 2C:35-5b(2), a 2nd degree crime; two counts of Distribution of a Heroin, N.J.S.A. 2C:35-5b(3), a 3rd degree crime; and one count of Possession of  Marijuana under 50 grams, N.J.S.A. 2C:35-10A(4), a Disorderly Person’s Offense.  PARKS was remanded to the Bergen County Jail pending a Central Judicial Processing Court appearance.

Jeffrey RINCON was charged with one count of Possession with the Intent to Distribute Heroin, N.J.S.A. 2C:35-5b(2), a 2nd degree crime.  After his arrest, it was revealed that RINCON had an outstanding arrest warrant for an unrelated offense and he was remanded to the Bergen County Jail pending a Central Judicial Processing Court appearance.

Prosecutor Grewal states that the charges are merely accusations and that the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt, and would also like to thank the Paramus Police Department, the Dumont Police Department, the Tenafly Police Department, the Bergen County Regional SWAT Team, and the United States Drug Enforcement Agency for their assistance in this investigation.
