Bergen County Prosecutor Mark Musella announced the arrest of JUSTIN K. KINCHEN (DOB: 1/26/1999; single; unemployed) of 122 Elmwood Terrace, Apt. A, Elmwood Park, NJ on the charges of Possession And Distribution Of Child Pornography. The arrest is the result of an investigation conducted by the Bergen County Prosecutor's Office under the direction of Chief Robert Anzilotti.
On Wednesday, October 30, 2019, during the course of an Internet child pornography investigation, members of the Bergen County Prosecutor’s Office Cyber Crimes Unit executed a search warrant at the residence of JUSTIN K. KINCHEN. The investigation revealed that JUSTIN K. KINCHEN used the Internet to view, download, or possess approximately 18,806 digital files depicting nude and/or sexually explicit prepubescent and pubescent children. In addition, JUSTIN K. KINCHEN used several social media and file-sharing applications to share with others approximately 8,215 files depicting nude or sexually explicit prepubescent and pubescent children.
As a result of the investigation, Justin K. KINCHEN was arrested on October 30, 2019 in Paramus, NJ and charged with one count of Distribution Of Child Pornography in an amount greater than 1,000 files, in violation of N.J.S.A. 2C:24-4(b)5(a)i, a 1st degree crime, and one count of Possession Of Child Pornography in an amount greater than 1,000 files, in violation of N.J.S.A. 2C:24-4(b)5(b)ii, a 2nd degree crime. JUSTIN K. KINCHEN was remanded to the Bergen County Jail pending a first appearance in Central Judicial Processing Court in Hackensack, NJ.
Prosecutor Musella states that the charges are merely accusations and that the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt. Prosecutor Musella thanks the Elmwood Park Police Department for its assistance in this investigation.
