ROCHELLE PARK, NJ MAN ARRESTED ON SEXUAL ASSAULT AND CHILD ENDANGERMENT CHARGES

Bergen County Prosecutor Mark Musella announced the arrest of LUIS ZUMBA CHABLAY (DOB: 2/24/1981; single; unemployed) of Rochelle Park, NJ on charges of aggravated sexual assault, sexual assault, endangering the welfare of a child, aggravated criminal sexual contact, and criminal sexual contact charges. The arrest is the result of an investigation conducted by the Bergen County Prosecutor’s Office under the direction of Chief Jason Love and the Rochelle Park Police Department under the direction of Chief Dean Pinto.
On Friday, October 20, 2023, the Rochelle Park Police Department contacted the Bergen County Prosecutor’s Office Special Victims Unit regarding the alleged sexual assault of a child. An investigation by the Bergen County Prosecutor’s Office and the Rochelle Park Police Department revealed that LUIS ZUMBA CHABLAY sexually assaulted the child, who was 16 years old or younger at the time, in Rochelle Park and Hackensack, NJ on more than one occasion.
As a result of the investigation, on Saturday, October 21, 2023, LUIS ZUMBA CHABLAY was arrested in Paramus, NJ and charged with 5 counts of first-degree aggravated sexual assault, N.J.S.A. 2C:14-2a; 2 counts of second-degree sexual assault, N.J.S.A. 2C:14-2b; second-degree endangering the welfare of a child, N.J.S.A. 2C:24-4a(1); third-degree aggravated criminal sexual contact, N.J.S.A. 2C:14-3a; and fourth-degree criminal sexual contact, N.J.S.A. 2C:14-3b. LUIS ZUMBA CHABLAY was remanded to the Bergen County Jail pending his first appearance in Central Judicial Processing Court in Hackensack, NJ.
Prosecutor Musella states that the charges are merely accusations and that the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt. He would like to thank the Rochelle Park Police Department for their assistance in this investigation.
